PurePower Digital Infrastructure Solutions is a Massachusetts data center site developer. We identify underutilized industrial properties in municipal utility territories and prepare them as power-ready sites for the facilities behind artificial intelligence, cloud computing, and high-performance computing.
We are a homegrown company led by Massachusetts people, and we do our own community engagement. We sit with mayors' offices, municipal utilities, economic development staff, and the community organizations and resident groups who will live beside a project, and we do it before a proposal is written rather than after. Our approach centers on community benefit agreements and on governance models that de-risk development and ownership for the developer and the host community alike.
PPDIS was founded by Carl S. Walker III and Zachary Hylton, who together bring more than three decades of experience in infrastructure development, construction, real estate, public-sector leadership, and multistakeholder governance. Alongside our own development pipeline, we advise data center developers, operators, and localities nationwide on community engagement and community benefit agreements.

Carl S. Walker III
Founder & Chief Executive OfficerCarl S. Walker III brings more than two decades of leadership in facilities management, capital projects, public procurement, construction, and real estate development. He has managed multimillion-dollar projects across public infrastructure, educational facilities, commercial properties, and municipal operations, with experience spanning contract negotiation, regulatory compliance, budgeting, utility coordination, and large-scale capital planning.
Carl is a licensed Massachusetts real estate professional. He founded PPDIS to bring advanced digital infrastructure to strategically located industrial properties, and he leads the company's site development work and its relationships with landowners, brokers, and utilities.
His leadership focuses on building technology campuses that generate long-term economic growth while strengthening the communities that host them.
Zachary Hylton
Co-Founder & Vice PresidentZachary Hylton spent a decade in senior policy leadership in local government where he negotiated intergovernmental agreements, oversaw federal funding, built performance measurement systems, and directed capital projects.
Zachary is a certified Project Management Professional and holds the Technology of Participation facilitation mastery certification and a Lean Six Sigma credential. His doctoral research at Brandeis University's Heller School examines how multistakeholder governance holds together when interests diverge.
At PPDIS, Zachary leads community engagement and public policy strategy, including community benefit agreements and the governance models that de-risk development and ownership for the developer and the host community. He partners with Carl on the company's relationships with local officials and utilities.
